From a quick read of the all state list, there are at least four kids from San Antonio schools (which is the district that I think includes Livingway); that assumes both SA Trinity and SA Christian Acad of SA are in the district (I know CASA was in their district, not sure of Trinity).
Under the TAPPS rules, kids must be considered in the order of ranking from their district ... therefore, the first four kids from this district got some honors. They can't leapfrog over those four kids for another kid (ask the soccer coaches who got reprimanded for doing so a couple years ago), so either the district made a mistake in ranking those kids, or the selection committee chose kids from other districts after the first four were selected. At best then, this young man was ranked fifth in his district.
Chances are MOST of the selection committee (a representative from each district, usually the head coach of the district champion) did not see most of these kids play. Unless they caught a team in a tournament early in the year or saw them in the state finals, they probably didn't see them. It ain't like the NCAA where all the major teams are on TV.
It's the job of the representative of your district to "sell" your selections (in order of selection). And to go four deep isn't too bad, so I'm not knocking that district representative. I don't think a team from that district made the final four, so that's pretty good. If you send one (or sometimes two) teams to the final four, you might go five or six deep. MIGHT being the operative word.
Maybe the Livingway coaches need to find some quality private school tournaments in the Houston area next year and plan a couple early season Friday/Saturday road game weekends in that area so that coaches in that community (which always seem to send at least one team to state) are aware of the talent of this young man. Then, win district and a couple games in the state tournament.

i think the fact that chazz wilmington is not a real person may have a little to do with it, but the full paragraph on district selection criteria may have had a hand as well
